Foreign Aid, otherwise known as Official Development Assistance, was first seen through the US Marshall Plan and has evolved to be provided by bilateral and multilateral agencies and NGOs. Aid can of course only do so much for developing countries but it has been widely noted that aid amounts are insufficient and aid programmes are not always effective. What should be the direction for foreign aid, especially when we approach the MDG year of 2015?
